With academic backgrounds in law, economics, management, and military science, he has long been engaged in research and teaching on marine security strategy, economic and legal systems, and government emergency management. He has presided over major projects in national five-year plans and major and key projects of the National Social Science Fund on multiple occasions. He has participated as a member of Chinese government delegations in the regular multilateral forum between China and ASEAN held in Indonesia—the "International Workshop on Managing Potential Conflicts in the South China Sea"—and served as co-chair of the 22nd conference.

 

Representative works: "WTO Competition Policy and the Choices of Developing Countries" (academic work on competition law) (published by China Social Sciences Press, translated into Japanese and published in Japan). "The China-Japan East China Sea Delimitation Dispute and Its Resolution" (published in the fourth issue of 2005 in the Chinese Academy of Social Sciences' "World Economics and Politics" journal, subsequently reprinted by overseas media including The Washington Post and China Press in the United States; Phoenix Television Hong Kong organized a special current affairs debate program for this paper). "Legal Status and Legal Principles of Near Space" (published in "China Military Science" journal in 2011, reprinted by "Xinhua Digest").

 

He served as President and Editor-in-Chief of "China Military Science" journal for an extended period. In January 2018, he received the Fourth China Government Publishing Award. The journal has been listed as a documentary periodical by renowned academic institutions and government departments including Harvard University Library, Fairbank Center, U.S. State Department Library, Pentagon Library, and the International Institute for Strategic Studies in London, UK.
